despatch No.53 of this day's date,
I have had under my consideration
the representation embodied in
the memorial of the Unofficial
Members of the Legislative Council
relating to the prison question,
as to the heavy fines inflicted
by the magistrates, and their ef-
fect in adding to the prison popu-
lation.
I think those suggestions had better be made in a confidential not a public despatch.

I do not of course de-
sire that anything should be done
which would have the appearance
of being prompted by a desire to
interfere with the discretion of
the magistrates in the exercise
of their jurisdiction, but if it
is the opinion of the Government
