For Your Lordship's consideration the enclosed copy of a letter from the Registrar General, together with a copy of the memorial which accompanied it from a number of the most influential Chinese residents in Hongkong, stating their objections to any extension of the existing Gaol.

2. While unable to endorse most of the views contained in the memorial, I feel that weight is due to the fact that the memorialists object to any large expenditure on Gaol extension, since in this matter they may fairly be considered as representing the Chinese community who pay less than 2/3rd of the total assessed rates and taxes in this Colony.
