Mr. A. H. Leach, asking that I should recommend him to "Your Lordship for a permanent appointment in the Colonial Civil Service.

Mr Leach has acted as Puisne Judge in this Colony and on various occasions as Attorney General, and since his previous application for employment under the Government was forwarded to Your Lordship's predecessor in Sir William Des Vœux's despatch 12th Jany. 1898.

despatch No. 135 of 4th May, 1891, he has again acted in the latter capacity during the recent absence on leave of Mr Goodman.

I enclose for Your Lordship's information copy of letter from the Chief Justice Encl. 2 17th Jan. 93.

regarding Mr. Leach's qualifications, and I desire to add that in his acting service since I have assumed the Government, Mr Leach has been willing, prompt, and zealous.
