M: Leach has done a good deal of deling work for government, I was highly spoken of. See 11626, 91 and 19379.89
I think he ought to be noted as a suitable man for a colonial judgeship or Attorney General. He has some claim on the government by acting on several occasions.
He would preferably like a post in Hong Kong.
