Last Curtain made by Mr Whitehead in Council on 10th April 1891, when he is reported to have said "It would be unjust and unfair to Colonists and Officials alike to grant an increase of salaries that three or four years hence may have to be reduced to their present or even to a lower level. We are not giving a bonus out of realized profits of a few good years to our official servants, but we are binding the Colony to pay these increased rates for years to come."

These words, although employed by Mr Whitehead with a different object from that for which I venture to call them, none the less support my argument.

It would be saying in effect that salaries should rise and fall with the rise and fall in the prosperity of the Colony and with even the rise and fall of share values in the local money market.

The proposal of 1889, from which they now dissociate themselves, was in reality a recommendation of a "bonus out of the realized profits...
