The difference is due to the fact that in the present statement a comparison has been made between the estimates for 1890-91 and the actual expenditure for 1889, whereas in the document for 1887 the actual establishment is taken, & compared with the estimates for 1891. The actual expenditure always shows a saving on the estimates. The Memorandum states that for estimates see
