portion of it. What it is important to notice (and the Memorialists have failed to notice it) is that in spite of a falling revenue, the total fiscal revenue has steadily increased, a matter of unmixed satisfaction.

In subparagraph (ix) the revenue derived from the profit on the sale of subsidiary coins is mentioned. The remarks in the preceding subparagraph are equally applicable here, and I may add that the demand for subsidiary coinage has recently revived to a remarkable degree, and that the profit realized in 1892 amounts to about $45,000.

Subparagraph (i) comments on the alleged elasticity and productivity of the revenue. As already stated, the revenue has continuously increased,
