Notwithstanding this circumstance the

(ument voted the increased salaries, which

were sanctioned by the Secretary of State,

subject to certain conditions and

Exceptions, in his despatch of the 32nd of

April 1891. Shortly after that despatch

was written and sent, we received

telegram from the

24 April unofficial intimating that they had changed their attitude on

the question of

increasing salaries and desired a

re-examination of the question. When the

decision, which their change of front

occasioned became known to the Secretary of State.
