As the Estimates which contain these increased Salaries are only voted for one year, the Council will, of course, be at liberty to reconsider the Estimates. The Council will understand that though the Salaries may be fixed with reference to the public officers' Salaries and in view of the fact that "to so great an extent be equal to the declining revenues of this colony will not be a strain on them for the enormous ...besides the other impending Works in ...the colony, and of the increased Military contribution, it is desirable that the Secretary of State be asked by telegram to withhold his sanction to the proposed increase, until the amount of it be reconsidered.
