I attach a list of these occupations and submit for the approval of His Excellency the Governor that I be authorized to communicate with the parties concerned and if they are willing to take out leases at a term of 45 years for an annual rental proposed, such leases be issued.
I do not propose to call on the owners to pay down by way of premium as I am of opinion the Government can hardly, having tacitly permitted the establishment of these manufactories, now enter on the property and demand such.
I have however, in adjusting the annual rent, taken into consideration the fact that no premium is proposed.
Pending the decision of His Excellency, I have refused to renew the Squatters licences.
