the harbour so that there

will be nothing very exceptional

in the procedure proposed.

As to the water investigation

I am of opinion they were

as complete as the

department admitted.

It is hardly, I submit, the

duty of the Governor

to appoint a specially

qualified expert to

report on the proposals

and rules arrived at by

Harbour Department, but I

should have thought the only duty

devolved on him

in protesting against these rules and regulations to have forwarded a report duly signed

in support

of such protest.
