3. The property on which the proposed storage is to take place is situated immediately south of the Cosmopolitan Docks, as shown on the chart accompanying Messrs Arnhold Karberg & Co's Memo.

4. The property in Kowloon Marine Lot known as 132 was originally purchased by Mr. Mody, and the Honourable C. I. Chater on his behalf applied in February 1892 to His Excellency the Governor for permission to store petroleum on this site. Permission to store petroleum on the site named was given to the Honourable C. P. Chater under the Colonial Secretary's letter dated the 16th of March 1892.

5. In June 1892, the property having been transferred to Messrs Arnhold Karberg & Co, Messrs Danby Leigh and Aranha on their behalf submitted to me plans for the erection of tanks, sheds, and other details, at the same time giving notice of their intention to commence these works.

6. On the 29th of June, after consultation with Messrs Danby Leigh and Grange, I forwarded the plans, somewhat amended, for the approval of His Excellency the Governor, at the same time submitting that rules and regulations affecting the importation of petroleum in bulk that are at present in force in various ports in England and at Singapore should be obtained.
