I am directed by the Marquess of Ripon to forward, for your guidance, the enclosed despatch from the Governor of Hong Kong forwarding for information an Ordinance for raising the sum of $200,000 by loan for the purpose of defraying the cost of certain Public works, a transcript of which accompanied your despatch No 9 of the 13th of January last.
The Crown Agents have been instructed to take the necessary steps for raising the loan.
