intention in this respect I have forwarded with despatch No 8 of even date the necessary declaration as to such conversion, and a request to the Crown Agents to act as agents on my behalf. I take this opportunity of enquiring whether the Crown Agents have considered the desirability of issuing the proposed loan at 3% rather than at 3½% rate of interest.
Ceylon's 3% gold loan, I observe, stands at 74, and for the reasons given by the Colonial Secretary in his speech (Copy enclosed) on the second reading of the Bill, I think that there are grounds for hoping that Hongkong may be able to borrow on not much less favourable terms.
