4. In Committee the deletion of the item of Gaol improvements from the schedule was demanded by the unofficial members and opposed by the Colonial Secretary. He reminded the unofficial members that they had all in their memorial of 30th November 1892 to Your Lordship expressed their concurrence in the necessity for the provision of some 200 to 250 separate cells and intimated their readiness to vote a substantial (though unspecified) sum for this purpose; and he pointed out that in the face of that memorial their opposition to the inclusion of the item in the schedule involved an inconsistency incapable of explanation.
