I perceive from the enclosed Encl: 2 "copy of the "Hansard report "the debate on the Bill ~

One unofficial member (Mr. Belilios) opposed to the proposal to raise the loan, that Messrs Chater and Whitehead urged postponement, that Mr Bell-Irving voted for the second reading, and that the remaining unofficial member, D. Hohai, abstained from voting on the second reading though at a later stage he stated that he was in favour of the Bill and opposed only to the inclusion of the item, "Extension and improvement of the Gaol" in the schedule.

The senior unofficial member, Mr. Chater, expressed his preference for a gold loan to a silver loan, and Mr. Whitehead advocated the opposite view. The Colonial Secretary in reply argued the view.
