In the second paragraph 7 your despatch no. 8 of the 13th of January refer to a doubt which arose during the discussion in the Legislative Council as to the meaning of the word "par" in Subsection (a) of Section 78 the General Loan and Inscribed Stock Ordinance. The word has the meaning which invariably attaches to it in ordinances of this kind.
