I have examined the accompanying Ordinance, entitled "Ordinance to fix the terms and conditions applicable to Loans authorised to be raised by the Government; Hongkong and to provide for the creation of Stock.
And I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
