With reference to your letter now. th. ultimo, I have the honor to forward
herewith a communication which I have received
from Dr. Iweach and Dr. Hartigan, the two medical gentlemen who attended the French & Italian Consulates, on the subject of certifying deaths in those Consulates.
2. I am caused to doubt what is stated by Dr. Ferlach & Dr. Hartigan respecting deaths in the Consulates under the present registration which is taken from weekly returns forwarded by the Consuls & signed by the Ladies Superintendents of each, the cause of death being given.
I regard the present registration as unsatisfactory.
I would recommend that no change be attempted.
