To this letter I caused the reply of the 31st ultimo, Encl.5, 31st Dec 92. (copy enclosed) to be sent.
In a letter of the same date, after having applied to me for extension of the time named, the Consul intimated that Fernel had been handed over to the Police. Encl.6, 31st Dec 92.
Fernel has now been tried and committed by the Magistrate to Gaol for the period which must elapse before he can be extradited.
7. I am glad to be able to report that this matter has thus been satisfactorily settled, but to prevent the recurrence of similar differences of opinion as to the proper procedure to be followed, and the consequent trouble
