On the 23rd ultimo the Captain Superintendent of Police was instructed to apply again to the Consul for the surrender of the man, and on the 24th ultimo Major General Gordon reported that application had been made and that the Consul had replied that he had telegraphed for instructions to the Spanish Admiral at Manila.
On the 30th ultimo the Captain Superintendent of Police reported that the Consul stated that he had not yet heard from the Admiral and consequently was unable to act.

On the same day the Consul addressed a letter to me reiterating the contention that according to Spanish
