the Treaty of Nov., 1878 between England and Spain.

On the 13th ultimo the Captain Superintendent of Police reported that while the Police were searching a Spanish Merchant steamer named the "Don Juan" which had arrived in the harbour that morning, an officer from the Spanish man-of-war "Reina Christina", which happened to be lying in Port, boarded the "Don Juan", armed, it was said, with a written authority from the Spanish Consul, searched for and found the man Fernel, refused to give him up to the Police who had the warrant for his arrest, and took him on board the Spanish man-of-war.

The same evening an application was made on board the "Reina Christina" by a Police Officer for the surrender of Fernel, and was refused.
