In their report dated 4th May 1892 on the subject of proposed transport of petroleum in tank steamers through the Suez Canal, Sir Frederick Abel and Professor Dewar, make references to the dangers of oil carried in bulk, which we think apply equally to the climatic conditions of Hongkong and they recommend very stringent rules and precautions for the regulation of this traffic.

We venture to submit that the discharge of oil from tank steamers and the storage of oil in tanks, should not be permitted in the vicinity of the harbour but should be confined to one locality, such as the south side of the Island, e.g. Tytam Bay, where there are no valuable stores or shipping that might be destroyed in event of accident.
