I therefore beg most respectfully to take advantage of my presence in England to again bring my name before Your Lordship as a Candidate for promotion and to ask your Lordship to take into consideration my long services as set out in the Memorial and Annual Statement annexed hereto.
I wish to add that since Your Lordship's despatch of the 7th May 1890 to the Governor of Hongkong, I have fulfilled the duties of Acting Puisne Judge and Acting Attorney General, Law Clerk and Registrar, and that since last I was appointed Acting Puisne Judge of Hongkong.
