the Comptroller and Auditor General has recently had under his consideration the Books and Account of the Works Department at Malta, which he believes to be very similar to those in use in Hong Kong and he has used a scheme to be formulated to meet the existing records of that Colony, which embodies the principles to be established by the circular, but effect its purpose in a more direct and practical manner, and is in consonance with the recognised system of expense accounting proper.
In view of the action of the Hong Kong Government it would perhaps be inopportune to re-open the question now, but in the development of the amended form of accounting for Works Stores in 1892 points of difficulty may arise when reference to the latter, as being adapted for Malta may be advantageously made - We therefore transmit for your information and guidance copies of the documents in which that scheme is set forth, and you will be at liberty to use them at your discretion as occasion may arise.
