The Books and Accounts of Hong Kong and Malta, as regards works and expenditure, are believed to be on similar lines, and I am to suggest that, with particulars of the Malta System before them, the Director of Works and the Auditor might, by conference, be able to agree upon practical recommendations for placing the Hong Kong Works Accounts upon a lasting and satisfactory footing.
