In conclusion I am to request you to assure the Marquess of Ripon that Sir Charles Ryan is and always has been most anxious to place the cost of Colonial Audit Expenditure on the most moderate basis.
In so doing the scale of salaries as well as of all other expenses, has been framed with the strictest regard to economy, while at the same time only the actual expenditure on the salaries of the Clerks employed is charged, and the Colonies reap the benefit, free of charge, of the advice and supervision of the Comptroller and Auditor General and the higher Officials of this Department.
