we should send this to the Foreign Office & say that it may be communicated to the U.S. government : (if the latter agree to the scheme it would seem reasonable to allow the Postmaster General of Hong Kong to communicate direct with the Postmaster General of the U.S. as to the details, which when agreed upon should be first submitted for approval of the Postmaster General in London.
This seems the simplest course to take.
