We are cabin Passengers, but it has not been our custom to carry life belts for all possible coolie Passengers, as occasionally it happens that our steamers carry as many as 800 or 1000 deck Passengers between two ports, and we are anxious to know whether the "Rules" in question contemplate an obligation on us to carry say 1000 life belts on each of our steamers. We see great difficulty in carrying such a large number of life belts in such position as to be readily available and we shall hope to learn from you that compliance with the "Rules" will involve carrying life belts for crew and cabin Passengers, and not for natives travelling on deck on which decks.
