We are correct.

We apologise for troubling you, but we are applying to you for information regarding the regulations affecting Mercantile Steamers trading in Colonial & Foreign Ports.

Our steamers trade between Hongkong and Bangkok, calling occasionally at Singapore, Swatow, Hoi-how and other outports.

We have a copy of "Rules made by the Board of Trade under the Merchant Shipping (Life Saving Appliances) Act 1888 (52 & 53 Vict. c. 24) to come into effect on the 18th November 1890."

We write to you with special reference to Division (A), Law 1, subsection J. We are advised that it is intended Hongkong will enforce these "Rules" from and after 1st July of this year.

Our steamers carry a crew of about 14 and coolie passengers, for whom they always carry life belts for at least the number of the crew and about 30 to 35 in excess.
