carefully considered the correspondence from Hong Kong, forwarded in a letter from Sir R. G. Herbert the 28th ultimo, together with the draft of a proposed Despatch in reply; on the subject of the duties of the Treasurer

In October last Mr. Nicolle reported a conversation he had had with the Treasurer, which is no doubt alluded to in the second letter of Mr. Mitchell-Innes, and the opinions expressed by the local Auditor appeared to this Department to be very reasonable.
There are two small points in the answer which it is proposed to send on which the Comptroller and Auditor General would venture to suggest some alteration.
1. It has not been understood that the local Auditor should "make Surprise Surveys" of the Cash in the hands of Collectors of Revenue:
