It is thought that possibly other of the sight men referred to above may also have proceeded to Hong Kong without acquainting the Officers charged with their payment of ... to do so. I am therefore to request that you will be so good as to furnish me with information showing what men have already been sent.
If there are still any of the eight men to proceed abroad, Mr. Secretary Campbell-Bannerman would be glad if, before they be sent, you would be so good as to report the names of those recommended for the appointment to this Department for approval.
