accompanied the letter from this Dept. of 25th May

1892, in regard to

the boundaries and the conditions attaching to the

military reserve at Kowloon. The plan inclosed

in that despatch with W. Campbell

2. The plan in question

is transmitted

herewith for convenience of reference,

& I am to

request its return

with your reply.

3. The suggestion in the

abovementioned

letter from Dept. that the value

of the site should be recorded against

the value of any

military land to be surrendered to the Colony has since been dissented from by

Lord Ripon, agreeing as his Lordship did in his letter from

this Dept. of 23rd Oct. 1894

that the Circular

of June 1890

should

not be made retrospective.
