WAR OFFICE, PALL MALL, S.W., 11 April 1892.

With reference to your letter dated 30 March 1892 forwarding copy of a despatch from the Governor of Hong Kong reporting that the Barracks at Stanley would be of no use to the Colonial Government; I am directed by the Secretary of State for War to acquaint you for the information of Knutsford that the site of Stanley Barracks was used as a Camping ground for the troops during the cholera epidemic of 1895(?) with very beneficial results; and that it is proposed to retain the site in War Department charge in the event of its being again required for such a purpose.

2. Moreover, as Stanley is the most favourable point at which an enemy could land, it might be advisable in time of war.
