I am directed by the Secretary of State for War to transmit the accompanying Plans marked "A" and "B" and I am to acquaint you for the information of the Lords Commissioners of Her Majesty's Treasury that:

After long discussion extending over many years, these Plans show the arrangements as to the acquisition and disposal of land and property in Victoria, Hong Kong, which will best meet the several requirements of the Colony, the Admiralty and the War Office; and to which the three parties concerned appear to be disposed to agree provided that the Lords Commissioners of Her Majesty's Treasury are prepared to approve of the proposals.

This matter has long been delayed owing to its being complicated by proposals put forward by the Colony Secretary, and referred to Her Majesty's Treasury.
