Referring to your letter of the 30th June 1881 en- closing an extract from a despatch dated 31st March 1891 from the Governor at Hong Kong relative to the conduct of Major T.

C. Dempster whilst he was acting Superintendent of the Gaol in that Colony I am directed by the Secretary of State for War to request that he may be furnished with a copy of the Governor's despatch of the 3rd March 1891 which is referred to

in the extract in question.

I am at the same time to request that Mr Stanhope may be furnished with any further information which may be in the possession of your Department with regard to Major Dempster's conduct in connection with the supply of inferior rice to the prisoners in the Gaol during his tenure of Office as Acting Governor.
