4. The same was the case also with the revised estimate of £116,000 which was laid before the Legislative Council of Hong Hong in March 1886 by direction of the Secretary of State for the Colonies. This estimate was carefully considered by the Couved, and the amount noted for

was voted on the understanding that no further call should be made upon them. But it does not seem to have been pointed out that by the Jovernor's decision there were charges on account of land to be added to

the estimate.
