I have examined the plans prepared by the Resident
Engineer, Water and Drainage Department, Hong Kong for covering
the Albany Service Reservoir.
I am of opinion that this reservoir, like all reservoirs
receiving filtered water, should be covered, so as to exclude light
and dust. It would have been well to have done this when the
damages, Caused by the great flood were being repaired. There
was no time to make the necessary plans; and it was desirable to
make the reservoir ready for use.
Not long after the service reservoir was filled, a
medical member of the Sanitary Board, ooserving the condition of
the water in it, which was us green as grass and teaming with
frogs, proposed a resolution at a Meeting of the Board, to the
effect that the Albany Reservoir should be covered, and I warmly
supported the motion.
I discussed the question of covering the reservoir with
Mr. Cooper, and we decided that with so much work on hand it would not be advisable to proceed hastily; but that as soon as
time was available a design should be prepared, circumstances to show that the covering of the Albany Service

Reservoir is no new idea, but a project which has been under con-
side.ation for some years.
