I am bound to say considering Mr. Prosser's qua- lifications and the fact that he received no increase of
salary when the salaries of other officers were increased
and is now arawing a Salary ($1800 ) less than the Assist-
ant Engineers, Messrs. Drury and Gibbs ($2400 and $2100 res. pectively) whose ages and experiences are not superior to those of Mr. Prosser that I think his request is not unrea-
sonable, and further previous to Mr. Prossers appointment
his predecessor Mr. Sampson received a salary of $2520 per
annum,
I am of opinion a salary of $2040 per annum is
not excessive for the auties he perform.
