The whole would have to be under the supervision

of a Medical Officer o. Health: (appointed under the Health Act in England) for the land population such officer to be

a Member of the Colonial Medical Service.

That steh a service is necessary being in a mea- sure accepted the points for consideration are chiefly:-

a. What number of the Chinese Medical Staff would be

required.

b. For what period should the trial be made.

c. What would be the public auties of the Chinese Me-

dical Staff.

d. What would be the approx cost to the Colony.

The Chinese population is approximately 210,000.

Ten Chinese Medical practioners would be required, to be

stationed 5 in the Listricts of the City of Victoria,2 in

the Kowloon peninsula, 1 each in the outstation of Hong-

Kong, namely Shaukiwan, Aberdeen, and Stanley.

b.

The tera of trial should be three years which

would be ample to ascertain the value of the service to the

Colony.

c.

The auties of the Chinese Medical Staff should be

to enquire into the cause of every death among the Chinese

in his qistrict that has not been attended by a regular

he -

dical practioner as defined by our local Ordinance and

give a certificate as to the cause of such death if possi-

ble.
