propose to designate the office of Superintendent, Land Sur- veyor and requce the salary to $2500 per annu, and to fix

the salaries of the other two Surveyors at $2400 and $1320

On a vacancy occurring in the office of Corres -

pondence Clerk I would propose to designate the office sim-

ply Clerk and the salary of this office as well as the rest

of the clerical staff be subject to whatever scale may be

fixed for Government Clerks generally.

I consider the possible absence from the office

on account of their auties of all the superior officers ne-

cessitates that I should have a thoroughly reliable English

officer to leave in charge of the office in my absence, and

I deem it inadvisable that any of the Executive Engineers

should be continually interrupted in the performance of their special duties by attending to the ordinary routine

work of the office outside their respective branches.

The First Clerk, Mr. L. Gutierrez, is now over 65

years of age and on his retirement I would propose to re-
