I have the honour to

acknowledge the receipt of your

confidential despatch of the 13th

of July reviewing the financial

condition of Hongkong and showing

the necessity of raising a loan to

meet the cost of certain Public

Works.

2. You will have learnt

from my predecessor's despatch

No.200 of the 29th of July that.

you are at liberty to take steps

for raising a loan to an amount

not exceeding £200,000, and you

will also have learnt from my

telegram of the 29th ultimo that

the suggestion made in the 15th

paragraph of your despatch now

under acknowledgment, to the ef-

fect that application for the

money should be made to the Pub-

lic Works Loan Commissioners, can-

not be entertained.
