shows that the Ordinance has worked well by greatly reducing the ~ amount of Sunday labour in the port. No regulations have been issued imposing

conditions on

to issue any opinion to issue
regulations, inasmuch as experience has shown that the fee charged for permits is sufficient in itself to prevent application being made for them except in of real urgency.
