I have the honour to acknowledge the receipt of your despatch No.225 of the 25th of June last in which you submit for my approval a draft regu- lation prohibiting public officers From acquiring land or house property in the Colony otherwise than for pur- poses of occupation or from engaging in commercial pursuits, and I have to convey to you my approval of this Regu lation.

With regard to the question as to whether the regulation should preclude an officer of the Government from in- vesting money in mortgages, and pur- chasing shares in a local land company, L-may observe that I am decidedly of Wopinion that investments of the latter

nature should not be allowed; but in

espect to the former there is some room for doubt, and I leave the matter to your discretion, as the decision to be

arrived at is one partly depending on local consideration. A mortgage is Jan ordinary form of bona fide investment, but cases might easily arise in which the private interests of a mortgagee
