I have examined the accompanying Ordinance, entitled :-

"Ordinance to make further provision as to the case of Night Passes for "Churrese,"
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.

the combined effect
ofSections 32, 42 and schedule, B of Ordnance 13 of 1888 the signature of
the Colonial Secretary had to be
