The change proposed in the duration of the Survery is owing to the opinion. expressed by the Surveyor General of the Colony in his letter of 12th. Sopril, 1890, to the Colonial Secretary. - We evidently considers it desirable that the Survey should proceed Continuously; and in view of his local knowledge and the expense to which the Colony. would be put by passages backwards and forwards to England, it was not considered necessary to insist on the mode of carrying out the Survey originally proposed. At the same time the period of 12 months named for the duration of the Survey is only a rough approximation; and it is probable that 3 or 4 men would have to be in Hong Kong for. months before the others, to proceed
