Colony, which would provide all lands and

buildings required for its

suitable to their purpose.

11. The Government having approved of one or other of these alternative systems being adopted, the only point for decision appears to be, which of the two the Colony prefers to adopt.

12. With regard to the statements in para : 8 of

the letter of

the Officer

Administering

the Government of Hong Kong, I am to observe that as the annual cost of the Hong Kong Garrison will amount to £280,000, towards
