With regard to the ultimate paragraph of your report, now under reply, I am to observe that Mr. Secretary Stanhope is not prepared to admit, as at present informed, that the land at Belcher's Point, asked for as a barrack site, is of exceptionl value, or that, if it were the case, it would in consequence be taken out of the scope of the 35th Clause of the Report of the Committee on Colonial and Military Contributions.
