The said Charles Albert Bingook
(hereinafter called the person engaged) is hereby appointed. an Overseer in the Public Works Department of the Colony of Hong Kong.
The period of service shall be for Three years commencing from the date of arrival in Hong Kong and the person engaged will be placed. under the orders of the Surveyor General of the Public Works Department and he shall devote the whole of his time and attention: to the service of the Government and shall use his utmost exertions to promote the interest of the Government and shall not either directly other or indirectly engage or be concerned in any service or bruiness, whatsoever or receive commessions
of any
kind...
The chief duties of the person engaged shall be to supervise the construction of granite. ashlar masonry in sea walls, Storm water trains & the filling in and reclaiming of ground and the construction of Roads
