executive officer. This arrangement does not prevent the
accounts of the stores being kept by a central store accountant,
from issue and receipt-notes, furnished by the executive officers.
So long as the Water and Drainage department exists on
its present footing I see no reason for change. My object in
writing this report is to prepare the way for the Brumal
organization of the staff that will be requisite for the que
maintainance of the water-works in the future. I therefore
venture to express my views on the subject, so that it may
be fully considered in que time, a full scope be given to the
Resident Engineer in the organisation of the permanent staff.
It may seem that the scheme which I have sketched out is

it was. The works are larger, the water is prepared for use
by filtration, and in many cases pumped up to great heights,
it is distributed, not to a privileged few, but to the whole

ance is justified by the benefit receiver. In any case it will
be trifling in comparison to the interest on the cost of aug-

take care of themselves, must be undertaken at an early date.
I append a specification of the waste detecting meters ko.
