accounts of the stores being kept by a central store accountant,

from issue and receipt-notes, furnished by the executive officers.

So long as the Water and Drainage department exists on

its present footing I see no reason for change. My object in

writing this report is to prepare the way for the Brumal

organization of the staff that will be requisite for the que

maintainance of the water-works in the future. I therefore

venture to express my views on the subject, so that it may

be fully considered in que time, a full scope be given to the

Resident Engineer in the organisation of the permanent staff.
